Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee’s civilian assignments will consist of the following duties.

  • DUTY I: Plans, organizes, and oversees the activities of the operations organization.
  • Directs all operations and training programs for the organization.
  • Develops goals and objectives for the organization.
  • Establishes, revises, or reviews policies, procedures, mission objectives, promotes team building, and implements quality improvements.
  • DUTY 2: Exercises supervisory personnel management responsibilities.
  • Directs, coordinates, and oversees work through subordinate supervisors.
  • Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
  • DUTY 3: Represents the Operations Group with a variety of installation and functional area organizations.
  • Establishes, develops, and maintains effective working relationships with Commanders, Managers, Supervisors, other senior officials, HQ AFRC, Air Staff, and officials from the gaining major commands.
  • Meets with key customers and coordinating officials and assesses customer satisfaction, explains organization policy and procedures, and resolves significant problems that arise.
  • DUTY 4: Manages the flying and ground training program for the group.
  • Analyzes higher headquarters directives, accident reports and mission readiness reports.
  • Develops operational plans, standard operating procedures, and implementing instructions which pertain to: General Military Training of assigned unit personnel, electronic warfare tactics, training, flight operations, intelligence, and command center communications training.
  • DUTY 5: Flies as an aircrew member in unit aircraft, as required.
  • May perform duties as a flight instructor or flight examiner as deemed appropriate by the Commander.
  • The nature of flying activities which the incumbent must master is dictated by Syllabi, war plans, enemy threats, classified intelligence gathering, and gaining MAJCOM training requirements.

(OTHER SIGNIFICANT FACTS CONTINUED) 10. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment. Drug Test requirement was modified with AFI 90-508, Air Force Civilian Drug Demand Reduction Program, 28 August 2014; Certified Current 18 December 2015 which supersedes AFI 44-107, 7 April 2010. Positions covered by this SPD must be reviewed for proper “Testing Designated Position (TDP)” coding to comply with the AF Civilian Drug Demand Reduction Program (AFI 90-508). Drug testing is a condition of employment. 11. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 12. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY) away from the normal duty station. 13. The incumbent may be required to work overtime to meet workload demands. 14. Performs other duties as assigned.   • The SF-50, block 24 must contain "1" or "2" AND block 34 must be a "1".
  • Employees eligible under an OPM approved interchange agreement, block 34 may contain a "1" or "2".
  • Promotion Consideration: If you wish to be considered as a promotion candidate and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one-year time-in-grade requirements.
  • You will need to provide additional SF-50s which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-Grade, Grade/Range Increases, and SF-50s with an effective date more than one year old).
  • ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release
  • Or discharge date.
  • Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
  • At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
  • Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
  • The certification memo must originate from the member's military service branch on official letterhead and contain the following:
