Staff Psychologist (PCHMI) – EDRP / Recruitment / Relocation Incentive Authorized

Summary
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment.
Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
- This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until September 9, 2026.
- The initial cut-off date for referral of eligible applications will be June 17, 2026.
- Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled.

- May serve as the representative for Psychology Service on various Psychology Service, Mental Health Service Line, System, or VISN administrative committees or work groups.
- Performs psychological evaluations for individual with mental health and medical disorders for purposes of diagnostic clarification and treatment planning recommendations.
- These evaluations employ a comprehensive diagnostic interview, review of available records, collateral contract when available, as well as objective, and cognitive tests when indicated.
- Consults with and serves as resource for other professional personnel concerning the needs for, evaluation of, and development of psychological services in VATVCBHCS.
- Deals effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
- Performs psychological evaluations for individual with mental health and medical disorders for purposes of diagnostic clarification and treatment planning recommendations.
- These evaluations employ a comprehensive diagnostic interview, review of available records, collateral contract when available, as well as objective, and cognitive tests when indicated.

- When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
- Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Requirements

Education
Qualification Information Continued GS-13 Experience. At least two years of experience as a professional psychologist, with at least one year equivalent to the GS-12 grade level. Demonstrated Knowledge, Skills, and Abilities.
In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of, and ability to apply, professional psychological treatments to the full range of patient populations. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health. Knowledge of clinical research literature.

Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-13.

Accreditation Information: You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA) https://accreditation.apa.org/accredited-programs, the Psychological Clinical Science Accreditation System (PCSAS) https://www.pcsas.org/accreditation/accredited-programs/, or the Canadian Psychological Association (CPA) https://cpa.ca/ accreditation/CPA accredited programs/ at the time the program was completed.
The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term “specialty area” refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills.
Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology.
There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology).
OR, have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions: a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained is consistent with the assignment you are am applying for; OR, have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
