Summary

This position is located in the Pricing Policy Division (PPD), Wireline Competition Bureau (WCB), Federal Communications Commission (FCC), in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

  • The incumbent serves as a senior public utilities specialist and an expert in common carrier regulatory matters.
  • Examines complex tariff filings for adherence to the requirements of the Communications Act and the Commission's rules to evaluate whether such filings are just and reasonable and not unreasonably discriminatory.
  • Analyzes proposed rates, terms, and conditions, and advises carriers on filing and notice requirements.
  • Investigates attempts to avoid compliance with the Act and Commission rules, particularly through vague, confusing and needlessly complicated tariff language or misleading characterizations of tariff filings.
  • Develops solutions and a rationale for Commission action on issues where there is no precedent.
  • Works independently in an effort to negotiate a resolution to any issues presented by a pending tariff filing before the filing becomes effective.
  • Provides expert common carrier tariff regulatory advice to the professional staff of the Division and other Divisions and Bureaus and Offices.
  • Advises Division management on matters relevant to intercarrier compensation and pricing initiatives.
  • Prepares studies and written analyses of evolving and emerging technologies and their impact on tariff matters and Bureau and Agency programs.
  • These analyses are incorporated into Bureau and Commission orders.
  • Agency as an expert in the tariff field and as such, is called upon by other federal agencies, such as the
  • Service and the
  • Commission, as well as state public utility commissions and state attorneys general, for expert advice and consultation on matters related to various tariffs and associated policies.
  • Performs other duties as assigned.
