Summary

This position is located in the Office of Technology for the Department of Veterans Affairs (VA) Electronic Health Records Modernization – Integration Office (EHRM-IO), located within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as a Management and Program Analyst (Technology). This position will be physically located in a VA owned or leased office/space and require up to 25% official travel.

Duties

  • Plan, develop, implement, coordinate, monitor and evaluate the clinical testing work stream components to include ongoing review of scope and schedules, requirements, and work products (e.g. testing activities, deliverables or other products from staff and contractors);
  • And active, independent problem solving, including requirement refinement, corrective action, and plan modification.
  • Participates in policy and planning deliberations and contributes significantly to the management decision-making process through teamwork, innovation, consultation, and coordination with other senior leaders to ensure goals are met with OEHRM.
  • Uses judgment and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance for use by others within the OEHRM and VA.
  • Makes decisions that produce high-quality results by applying professional and technical knowledge, analyzing problems, and calculating risks.
  • Analyzes, plans, documents, designs, implements, assesses, and improves the alignment of OEHRM and CMO strategy, plans, and systems with the mission, goals, structure, and processes of the VA health care system.
  • Leads efforts to facilitate the agency s ability to respond to meet mission requirements through the optimal application of health information systems and services.
  • Serves as a advocate within OEHRM to apply improvements.
  • Consults with senior healthcare and IT managers throughout the agency in the implementation of process improvement practices.
  • Exercises considerable judgment and ingenuity in advocating the benefits of implementing business-driven quality and process improvement approaches.
  • Determines the applicability and effect of new or proposed legislation, Executive Orders Departmental directives and other organizational agency decision, operations, managerial programs and requirements for ERM and OEHRM strategic goals and objectives.
  • Evaluates the content of new or modified legislation for projected impact on ERM an OEHRM programs and policies.
  • Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
