Duties

As the Director of Resource Management, you will perform a wide range of duties to lead and manage the resources for the Headquarters of the Air Force. Key responsibilities include:

  • Financial Portfolio Management: Lead comprehensive, aggressive resource management programs by directing the planning, programming, budgeting, and execution (PPBE) of the Headquarters Air Force (HAF) financial portfolio.
  • Develop and implement strategies to manage Future Years Defense Program (FYDP) requirements aligned with DAF, OSD, and Joint Staff guidance.
  • Budget Execution & Resource Allocation: Manage and defend complex operation and investment budgets, including emergency and extraordinary expenses (E&EE), ensuring balanced execution plans and effectively addressing critical unfunded requirements.
  • Executive Advisory Services: Serve as the senior advisor to the Administrative Assistant to the Secretary of the Air Force (SAF/AA), independently executing unprecedented and politically sensitive projects regarding financial, manpower, and human resources management.
  • Strategic Collaboration & Advocacy: Cultivate collaborative relationships across the DAF, OSD, DoD, and other federal agencies to effectively advocate for HAF priorities and communicate strategic positions to senior officials.
  • Executive Leadership: Provide strategic direction and management to a diverse staff of 76 employees across multiple supervisory levels, overseeing program staffing, mid- and short-range financial planning, and organizational performance management.

Education

Education: A bachelor’s degree in business administration, economics, finance, accounting, management information systems or other related field; an advanced degree in a business-related field and professional certification such as Certified Public Accountant (CPA); and,a test-based certification such as a Certified Defense Financial Manager (CDFM) or Certified Governmental Financial Manager (CGFM) is desirable.

How You Will Be Evaluated

Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. Final selection is contingent on approval by the Secretary of the Air Force. Upon selection, if not already a member of the SES serving under a career appointment, the selected candidate must have their executive qualifications certified by the U.S.

Office of Personnel Management (OPM) Qualifications Review Board (QRB) prior to appointment. The selected candidate’s application will be forwarded to OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
