Duties
- This position assists the Child Development Center (CDC) Director in overseeing a developmentally appropriate child and youth program (CYP) as well as the management of the program and facilities.
- CYP provides appropriate developmental care and instruction for children and youth ranging in age from six weeks to 18 years.
- The incumbent is responsible for administration of the facility to include assisting the CDC Director with budgeting and financial management, personnel management, food service, facility operations, and compliance, among other tasks.
- Serves as a first level supervisor for assigned staff and assists the CDC Director in the supervision of the day-to-day operation of the program/activity.
- The incumbent reports and works directly with the CDC Director with minimum supervision to accomplish the overall objectives of administering the program.
- Work is subject to review for adequacy of program accomplishments, effectiveness, and compatibility with other work, and compliance with requirements.
- Responsible for overall customer service standards, scheduling staff, financial accountability and accounting for on hand cash, waiting list procedures, child care enrollment procedures, room counts/attendance reports, and United States Department of Agriculture (USDA) reporting.
- Recommends to the CDC Director innovation/policy changes or refining methods and techniques to be used in providing and continually improving the CYP.
- In the absence of the CDC Director, the incumbent assumes responsibilities and performs duties and requirements of the position under higher level supervision with oversight.
- The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiative and creativity in accomplishing plans, outcomes, goals, and objectives.
- The success of the CYP requires ongoing interpretation of program policies, professional development of CYP employees, and needs of children, youth, and parents.
- The work includes numerous and unrelated processes and procedures concerning the wide variety of activities in a CYP.
- The incumbent serves as a mandated reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
- The incumbent has knowledge of Federal, State and local laws governing the detection, prevention, and reporting of child abuse and/or neglect.
- FINANCIAL AND FACILITY MANAGEMENT: Operates the program in compliance with internal control standards.
- Assists with the preparation and execution of Appropriated fund (APF) and Nonappropriated fund (NAF) budgets.
- Conducts written analysis of budget variances as necessary.
- Assists with the development of the capital budget to include facility sustainment, restoration, renovation and maintenance; equipment; furniture and fixture life cycle replacement; and curriculum updates.
- Assists in managing the purchases of supplies, travel, training, contracted services, and capital expenditures.
- Tracks and analyzes income and expenditures and assures accounting of all funds and assets.
- Assists with the collection, accurate accounting, and reporting of funds received from patrons.
- Ensures staff is properly trained in cash handling procedures to include collecting, recording and deposition all fees/charges.
- Ensures standards are maintained for facility condition, safety and sanitation.
- Initiates and tracks work requests, coordinating and seeking approval for facility needs from routine maintenance to major renovation or construction.
- Interfaces routinely with the support proponent(s) for facility maintenance, repair, and modernization and provides oversight of routine maintenance and renovation.
