Summary
The Chief of Clinical Informatics is responsible for the overall leadership, planning, operations, performance, and administration of the Clinical Informatics Service line that spans across the entire VA PIHCS catchment area. This position reports directly to the Deputy Chief of Staff.
Duties

- Clinical expertise during critical steps in the process of biomedical research, health information technology development, and other joint venture projects.
- The physician offers expert guidance in support of clinical, fiscal, and contractual aspects of the various inter-organization projects.
- The ACOS, CIS defines the overall service line strategy in concert with the VAPIHCS strategic plan keeping in line with VA's core values and mission.
- The physician is responsible for ensuring that the Clinical Informatics Service line is a flexible, continuously learning organization focused on efficiency and customer service.
- The ACOS, CIS is responsible for determining appropriate courses of action; establishing administrative policies, programs and operations; and implementing actions to ensure administrative requirements are met.
- The physician directs all clinical, technical, and administrative activities within the service line including budget and fiscal management, human resources management, strategic planning, and program evaluation.
- Provides advice and guidance on issues pertaining to facility operations to other Service Chiefs and upper-level management.
- Other duties will require interfacing with a variety of external agencies and individuals.
- The physician will review issues pertaining to the quality of care delivered through distance technology, referring any concerns with full analysis and recommendations.
- Responsible for overseeing the implementation, optimization, and ongoing management of the Electronic Health Record Modernization (EHRM) program to ensure seamless clinical workflow integration and data integrity across VA facilities.
- Position requires credentialing and privileging in that there will be some direct patient care responsibilities.
- Responsibilities include but not limited to: Play key role in using the capability of the VA as well as clinical information systems to assist practitioners in providing safe and high- quality patient care.
- Ensure adequate support to measurably improve the quality of data and the transfer of clinical information between providers.
- Evaluate clinical computing systems; analyze and evaluate the effect of interventions on health outcomes.
- Contribute to the planning and execution of computer hardware/software development to meet patient care needs and ensure optimal computer use.
- Coordinate the procurement process within the network to facilitate the technical portion of any software/hardware purchase that incorporates clinical information systems.
- Oversee all aspects of the facility's Data Warehouse including architecture, database structure, Reporting Services, training and education and utilization.
- Promote the use of the facility's Data Warehouse to employ data to guide management and clinical decision making.
- Coordinate information management support for clinical activities within the facility by participating collaboratively with staff to design, implement, and evaluate the clinical information systems configuration, and the capabilities that will be used.
- Work closely with the Department of Veterans Affairs' Office of Information and Technology (OI&T), Biomedical engineering, Medical, Nursing and other clinical staff, Community Organizations and DoW Joint Venture partners.
- Work collaboratively with station and DoW leadership to develop and implement informatics-related policies and solutions.
- Participate as a liaison between VA and DoW facilities and committees, teams and ad hoc external working groups.
- Work collaboratively with appropriate leadership to identify strategic opportunities and initiatives that will enhance organizational improvement efforts through the systematic application of informatics principles and tools.
- Provide fair, principled, decisive leadership to facility staff inspiring a climate of productivity, effectiveness and high morale.
Requirements
- Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, confirmation must be made that the medical school meets (or met) Educational Commission for Foreign Medical Graduates (ECFMG) eligibility requirement for year graduated. NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate’s credentials clearly demonstrate high professional attainment or expertise in the specialty area.
