Summary

This position is part of the National Archives and Records Administration, National Declassification Center. The incumbent serves as Director of the National Declassification Center working with senior level representatives of other government agencies to implement the declassification provisions of Executive Order 13526 as amended.

Duties

  • As The Director, National Declassification Center, you will: Develop policies and procedures for declassification in cooperation with inter-agency partners.
  • Ensure that the policies and procedures conform not only to national security requirements, but are archivally sound.
  • Coordinate development of the National Declassification Center's (NDC) work plan; determine priorities and implement declassification program.
  • Establish a quality assurance program using principles of risk management to ensure protection of still sensitive information while providing for maximum release of historically valuable information.
  • Work with agency training staffs to develop standard training for declassification personnel in order to reduce instances of missed and/or misidentified equity.
  • Direct efforts to use technology for more efficient declassification, particularly with regard to electronic and special media records.

Requirements

Must complete a 1-year SES supervisory probationary period, unless previously completed. Must complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. In addition, periodic re-investigation is required no later than five years after selection and at least every succeeding five years. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Must complete a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on. You may be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Designated and/or Random Drug Testing may be required.

How You Will Be Evaluated

Following completion of the structured interviews, the rating panel will identify the best-qualified candidates for certification. 4. Referral and Selection: If you are among the top-qualified candidates, your application will be referred to the selecting official for further consideration and possible additional interviews. 5.

Executive Resources Board Approval: The Executive Resources Board (ERB) conducts the final interviews and makes the selection to ensure enterprise-level leadership requirements are met. 6. Qualification Review Board (QRB): Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S Office of Personnel Management’s SES Qualification Review Board (QRB) before appointment to this position. The selected individual’s application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period.
